COMMUNITY ENGAGEMENT & EXTERNAL RELATIONS DIRECTOR [su_spacer]
Emily Ngoan is a dedicated member of HIF who came to faith and was baptized here in 2014. With over a decade of experience in human resources and corporate operations, she brings her professional expertise into ministry by developing systems, empowering teams, and building strategic partnerships that serve both the Church and the wider community.
Emily holds a Master of Arts in Transformational Leadership and has completed various biblical and ministry training programs, including courses from Hanoi International Bible School, theological training, and the Business Discipleship Training Course (BDTC) with YWAM. She also served as a missionary in Kurdistan (Iraq) and the Philippines, where she developed a deep love for holistic community outreach and intercultural service.
At HIF, Emily leads CityPartners and oversees all outreach ministries, including Alpha, Spotlight, Sports Fellowship, and Global Partners. Her role focuses on strategic planning, strengthening partnerships, and mobilizing volunteers across ministries. She also supports the Lead Pastor in building relationships with local churches, NGOs, and government leaders—representing HIF in collaborative efforts to bless the city and share the Gospel.
LEAD PASTOR [su_spacer]
Pastor Jacob Bloemberg, together with his wife, Linda, and his family, have lived in Hanoi since 1997. Jacob is of Dutch origin while Linda is American. First working with a Christian NGO in orphanages and other projects, Jacob became the pastor of HIF in 2005. Jacob is a graduate of Elim Bible Institute in NY, USA, and has an MA in Organizational Leadership from Regent University, and a doctorate in Transformational Leadership: City Transformation from Bakke Graduate University. Applying his learning to HIF’s “Love Hanoi” campaign, Pastor Jacob has published his first book, Love [Your City]. Linda is the Upper School Counselor at Concordia International School. They have three children: Lianna is one of HIF’s GlobalPartners working with YWAM Perth, Josiah is Communications Coordinator at Concordia in Hanoi, and Mikayla a pre-med student at Gordon College, Boston.

ADMINISTRATOR [su_spacer]
Marian Tabjan is the neck that turns the head! Marian has a bachelor’s degree in Management and Industrial Engineering. She has 31 years of corporate experience having served in various roles from the ranks to executive positions especially in the litigation support industry where she had been exposed for the last 12 years of her career. She joined HIF as Office Manager and handles church administration. Although she has no formal education in church administration, her past involvement in many church equip trainings and experience in operations in the marketplace gave her the confidence to take on the role at HIF in September of 2010 . It was also the time when she wanted to serve the body of Christ full time. Marian is from the Philippines and enjoys Saturday fellowship and bible study with other Filipinos in their Connect Group.
DIRECTOR (TECH, MEDIA & MUSIC)[su_spacer] Coordinator & Mentor – African Fellowship, Hanoi Vietnam.
Ogunbawo Oluwatomisin (Tomi) moved to Hanoi, Vietnam in 2010. Tomi has a bachelor’s degree in computing from the University of Greenwich, UK, and has a Master’s Degree in Project Management from the University of Salford, UK. He recently completed the “Christianity Through Its Scripture” course at Havard University. Prior to his role at HIF, he was the Oversea Software Business Development Engineer at CMC Software Inc. He also functioned as a music director at BLHM, Nigeria, and immediately started the Nigerian student fellowship on his arrival to Vietnam in 2010, a group that has now developed to be African fellowship, Vietnam where he actively serves as the Coordinator and Mentor supporting over 100 African migrants and international students through mentorship, tutoring, language learning support, and community integration initiatives. His outreach includes providing encouragement, counseling, and practical guidance to help individuals navigate social, academic, and cultural transitions. Married to Linh Le, of Vietnamese origin. Linh works at Concordia International School, Hanoi.
ADMIN ASSISTANT [su_spacer]
Ngoc Anh is our Vietnamese admin assistant. She came to Hanoi from Vung Tau in 2017 to start college in Fashion Design and business management. She was introduced to faith in 2018, and that same year, she decided to give her life to Jesus at HIF, making her the first Christian in her family. After having worked in the fashion industry for three years, God led her way to work for the church. Ngoc Anh has never experienced office work, but she trusts God that He knows her better than she knows herself. Working for HIF has brought purpose, meaning, and joy to her life. She is incredibly blessed to be doing God’s work in serving Him and others around her.
YOUTH DIRECTOR [su_spacer]
Peter has been a member of HIF since 2014, and in 2021, he took on the role of Youth Ministry Director at HIF. Peter is also the Alpha director at HIF and the elder at HIF Ecopark. Peter is of Dutch-Indonesian origin. He was born in Rotterdam, the Netherlands, but grew up in Houston, Texas. He returned to the Netherlands in 2001 to pursue his Bachelor’s degree in Communications and came to Hanoi, Vietnam, in 2009 to pursue teaching ESL. Peter met his wife, Ha, in Vietnam, and they married in 2016. In 2017, Peter, Ha, and their dog, Biscuit, moved to Ecopark. Together with another couple, they started a Bible study group that later grew up into a connect group and turned into what is now HIF Ecopark. Peter is currently pursuing a Masters Degree in Global Leadership at Western Seminary.
